Hello. For the FTA tariff rates, if the number is written as "0", does this mean there is no tariff at all, or do they just apply the Basic Tariff? I was looking at HS 2711110000 and I see that for Asia Pacific Agreement, the rate is 2.10% but for KASEAN FTA, it just says 0.

Usually a favorable tariff rate is chosen. However, the FTA tariffs must meet the conditions set forth in the FTA agreement, such as meeting the criteria for origin determination, certificate of origin, and direct transport. The tariff rates for goods classified in HSK 2711.11-0000 are 2.1% for the Asia-Pacific trade agreement tariff rate and 0% for the ASEAN FTA tariff rate. Thanks
