Overview and member countries

Working name

ASEAN (Association of Southeast Asian Nations)

Background to establishment and member states
  • Established on August 18th, 1967 by 「ASEAN Annoucement」upon the results from the Ministeral Meeting in Foreign Affairs of 5 countries (Thailand, Malaysia, Indonesia, Singapore, the Philippines)
  • Began the cooperation outside the Free Trade Zone for the need for securing the finance-technology of the advanced countries for the market advancement for ASEAN countries into the developed nations, the personnel resource development and economic growth of ASEAN
  • ASEAN member countries (10) : Thailand, Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Vietnam
  • ASEAN+3: ASEAN 10 countries + Korea, China, Japan
    * Established a separate ASEAN+3 system (Korea-China-Japan) by recognizing the need for close cooperation with Korea-China and Japan which are maintaining close political-economical relationship with ASEAN

Main bodies

Summit

- The meeting of the government heads from the member countries with the highest authority for decision making in ASEAN

Coordinating Council

- In charge of the implementation and summit for the ministerial bodies in foreign relations in ASEAN

Community Councils

- Manage and oversee the organizational process of each community (politics, national security, economy, society and culture)

Ministerial bodies by areas (Sectoral Ministerial Bodies)

- They belong to the council in each area and related high officials and subsidiary departments can be built

Meetings related to the customs administration

ASEAN-ROK Customs DG/Commissioner Consultations
  • The meeting is conducted in the form of a dialog at the last day of ASEAN Customs Commissioners’ Conference held every year and exchange views on the Korea-ASEAN customs administrative issues and discuss the measures for customs cooperation
  • ASEAN’s non member states, Korea, Japan and China attended the Customs Commissioner Conference in ASEAN+1 format
CCC-ROK Customs Consultation
  • Coordinating Committee on Customs (CCC) gathered the managers of the customs from ASEAN member states to review the projects in progress by ASEAN and has characteristics of the conference to prepare for the agenda for the customs commissioners
  • Korea, China and Japan participated in the said conference in the form of bilateral consultation and reviewed the measures for future directions for cooperation
  • Attendance
Hosting the seminars for fostering the customs capacity for the member states of ASEAN (once a year)
  • By passing on the knowledge of the customs administration for the developed countries, the advancement of the customs administration for ASEAN countries is pursued and contribute to the facilitation and the improvement in the safety of ASEAN trades
